The IPCC is complaints process stands for 'The Independent Police Complaints Commission' and "exists to increase public confidence in the police complaints system in England and Wales. It also investigates serious complaints and allegations of misconduct against the police and handles appeals."(gov.uk). This however does mean we have one force investigating another- how independent is it- The police enforcing the police so it is usually one authority investigating another.
Not What but also why? Has the rate of evidence disclosure issues gone ups since police cuts have gone up. -Jerry Hayes leads and then look into details. I.e. Austerity measures since 2010- over in the words of conservative party

-Treat it like a research interview rather than a phone. Its a figuring out exercise.
